Report Says EU Delays Rules on Hazardous Chemicals

(MENAFN) Efforts by the European Union to impose restrictions on several hazardous chemical groups have faced major setbacks, despite earlier plans for a sweeping crackdown, according to a report released Friday. The measures, which target 14 categories of substances—including those found in products like nappies as well as so-called “forever chemicals”—have seen significant delays.

The European Commission had introduced a “restrictions roadmap” in April 2022, aiming to prohibit large groups of toxic materials in what was described as the most extensive initiative of its kind. However, four years later, progress has stalled considerably. According to findings by environmental organizations, regulation has yet to begin for seven of the 22 identified groups, while work on another seven has largely come to a halt.

As stated by reports, environmental advocates argue that the commission itself has hindered implementation of the plan, pointing to what they describe as “unlawful delays.” These setbacks are said to have contributed to nearly 100,000 tons of additional pollution stemming from six chemical groups.

Under the EU’s REACH framework, authorities are expected to revise restrictions within three months after receiving expert recommendations. However, the review found that this timeline has never been met, with delays stretching between 13 and 47 months and averaging roughly two years.

Concerns were also raised about limited transparency in the regulatory process. According to reports, uncertainties remain regarding postponed decisions and unclear next steps for substances such as bisphenol and PVC, leaving questions about when and how known health risks will be effectively addressed.
